5.3Assessment in single-structure education

Student Assessment

Students in classes I-III are assessed in wording: very good [shumë mirë], good [mirë], sufficient [çka], Bad [keq]. From classes III to IX students are assessed in marks from 4 to 10 where the lowest pass rate is 5.

Regarding the level of public control in pre-university education the state exercises several competences in this regards. Based on the Albanian legal framework the monitoring, evaluation, inspection of public and private pre-university education institutions is carried out by the following institutions:

  • Monitoring of the teaching-educational activity of private institutions in pre-university education is carried out by the Quality Assurance Agency in Pre-University Education (QAAPE), the General Directorate in Pre-University Education (GDPE),  the Regional Directorate in Pre-University Education (RDPE) and Local Offices in Pre-University Education (LOPE);

  • The full/thematic assessment of private institutions in pre-university education is carried out by Quality Assurance Agency in Pre-University Education (QAAPE), General Directorate in Pre-University Education (GDPE),  Regional Directorate in Pre-University Education (RDPE) and Local Offices in Pre-University Education (LOPE), based on the School Quality Assessment Package;

  • The inspection of the implementation of legality by private institutions in pre-university education, in accordance with the legal framework in the field of pre-university education, is carried out by the inspection sectors in General Directorate in Pre-University Education (GDPE), Regional Directorate in Pre-University Education (RDPE).

  • Monitoring of the teaching-educational activity of private institutions in pre-university education is carried out by the Quality Assurance Agency in Pre-University Education (QAAPE), the General Directorate in Pre-University Education (GDPE),  the Regional Directorate in Pre-University Education (RDPE) and Local Offices in Pre-University Education (LOPE).

  • The full/thematic assessment of private institutions in pre-university education is carried out by Quality Assurance Agency in Pre-University Education (QAAPE), General Directorate in Pre-University Education (GDPE),  Regional Directorate in Pre-University Education (RDPE) and Local Offices in Pre-University Education (LOPE), based on the School Quality Assessment Package.

  • The inspection of the implementation of legality by private institutions in pre-university education, in accordance with the legal framework in the field of pre-university education, is carried out by the inspection sectors in General Directorate in Pre-University Education (GDPE), Regional Directorate in Pre-University Education (RDPE).
    There are two types of evaluation:

Progression of Students

The student does not pass a class in basic education where he/she has failed to pass at least three core subjects from the respective curricula.

Moreover, the student may not pass the class if he/she has missed without a reason a class for 20% of provided hours.

Certification

Students get marks transcript [dëftesë] every school year which is currently provided online at SMIP..
