Lifelong learning has been a cross-cutting issue, addressed by different laws and strategies developed by Ministry of Education and Sport (MES) and Ministry of Finance. However, a real National Strategy for Life Long Learning is not yet in place in Albania. 

The “National Strategy on Employment and Skills 2023-2030” has a special focus on expanding VET learning for adults in remote area as well as concerning improvement of Adult learning programmes in response to the labor market responses and creation of inclusive forms of Adult learning.  Adult Learning opportunities to rural areas. National Agency for Vocational Education, Training and Qualifications was appointed as the National Support Service for the European Platform of Adult Learning in Europe (EPALE). The European Commission awarded a grant to promote this platform (EPALE) in Albania.
