In localities lacking dedicated spaces for early education institutions, education for children aged 3-6(7) years can be provided within the respective age groups in "primary school-kindergarten" educational complexes. For children aged 5-6(7) years, education can be conducted in "gymnasium-kindergarten" educational complexes, adhering to the sanitary, pedagogical, and security standards set by relevant central authorities. The establishment of these educational complexes is achieved through consensus by local public administrations at both the first and second levels.

Under special conditions, early education can also be organized in residential institutions for orphaned children or those without parental care, in special early education institutions for children with severe disabilities, in sanatorium institutions for children with chronic diseases, and in penitentiary institutions for women, including nurseries for children up to 2 years old and kindergarten-nurseries for children aged 2-3 years, as well as in medical institutions.

General early education institutions that accommodate children with special educational needs (SEN), including those with disabilities, and special education institutions, collaborate with social protection institutions, other public or private organisations, and individuals or legal entities both from the country and from abroad to support children with special educational needs. These alternative early education structures are regulated by the Ministry of Education and Research and other competent authorities according to the specific rules and regulations of each category of institution. These measures ensure that all children receive appropriate and inclusive early childhood education.
