In accordance with School Education Law 198/2023, as subsequently complemented and amended, it is possible to initiate and organise educational alternatives in the school education system, including in ECEC, with the approval of the Ministry of Education and based on regulations approved by an order of the education minister.

Alternative settings have organisational and functional autonomy in accordance with the specificity of the alternative method.

Teachers who teach alternative groups or classes are entitled to have their training and in service training – provided by the organisations, associations and federations that manage the development of the alternative concerned at national level – recognised by the County/Bucharest School Inspectorates and by the Ministry of Education.

Educational alternatives are less developed in crèches than in kindergartens, given that crèches have been taken over by the Ministry of Education only recently (in the 2021/2022 school year).
