Personnel requirements and child/staff ratio

Childcare at home is offered by self‐employed childminders and child carers working from home who are employed by the ZKB (and by some conventioned childminders).

There are no diploma requirements to enter the profession of childminder.

Self-employed childminders are not required to hold any qualification. They undergo a recognition process and are recognised by the responsible Minister.

For child carers working from home under the ZKB, whether or not they hold a diploma influences their classification and, consequently, their salary, since they are employees of an institution of public interest and governed by the public service personnel statute. Child carers working from home without formal qualifications also need a special exemption from the Minister.

In general, for infant care the staff-to-child ratio is 1 to 6.
