10.2Quality assurance in higher education

Quality assurance in higher education is addressed in Title IV of the Decree of 27 June 2005 establishing the Autonome Hochschule. Several modalities of quality control are provided for the Autonome Hochschule in the German-speaking Community:

The Hochschule undergoes internal and external quality controls:

  • The Hochschule constantly and responsibly monitors the quality of its teaching and research activities by developing, among other things, its own operational evaluation culture as part of its management processes.
  • The Hochschule involves students and external professionals from the working world in the process of internal and external quality control.   
  • The Hochschule evaluates, at least every five years and in accordance with Europe-wide standards, the quality of its teaching, research, and continuing education activities, preferably in cooperation with other Belgian or foreign Hochschulen, universities, or third-party institutions. It examines to what extent the university structure, the methods, and the results of its teaching, research, and continuing education activities align with the goals of the educational project, consults the employers of its graduates, and submits proposals for the future development of the Hochschule. The results and proposals of this evaluation are recorded in a report and published.
  • The Hochschule takes the results of the evaluation into account as part of its educational policy.

In addition, the Government monitors the quality of the Hochschule. To this end:

  • it regularly verifies the functioning of the internal and external quality control conducted by the Hochschule;   
  • it ensures that the Hochschule implements the results of the quality evaluation within its educational policy;   
  • the Hochschule reports in its annual report on its quality control and on the measures it has taken to implement the results and proposals identified during the internal and external evaluation;   
  • the Government may, without prejudice to ideological, scientific, pedagogical, and artistic freedom, regularly commission a comparative assessment of the quality of educational activities in specific programmes or educational fields it designates. For this purpose, the Government appoints a commission of independent experts, who record their findings in a report that is published.

If, in the opinion of the Government, the results of the quality control conducted by this external commission show that the quality of the teaching, research, and continuing education activities at the Hochschule is inadequate, the Board of Directors of the Hochschule must, within six months of receiving the Government's opinion, present a plan outlining the measures the Hochschule will take to eliminate the identified shortcomings.

Subsequently, the Board of Directors of the Hochschule informs the Government annually in a detailed report about the implementation of this plan and the effects of the measures taken. After a period of four years, the external commission again conducts an external evaluation of the quality of the respective teaching, research, and continuing education activities. The results are recorded in a report and published. If the commission concludes that the quality is still inadequate, the Government may, in accordance with Article 7.10 § 2 of the Decree of 27 June 2005 establishing the Autonome Hochschule, reclaim operating funds.
