In addition to teaching and research staff, universities have other professionals who contribute to the academic support, institutional management, and the well-being of the university community.

Educational staff responsible for guidance in public universities

In accordance with article 7 of the University Student's Statute, students have the right to vocational, academic and professional information and guidance. To this end, public universities provide psycho-pedagogic and professional services aimed at facilitating adaptation to university life and workforce integration. 

These services are provided by professionals specialising in pedagogy, psychology, psycho-pedagogy, and career guidance, as well as administrative and support staff and trainees. Furthermore, the Statutes in each University regulate health and psychological issues and occupational risk prevention services provided by specialised healthcare and technical personnel.

Technical, management, administrative and service staff at public universities

The technical, management and administrative and services staff of public universities are composed of civil servants and employees qualified to ensure the proper functioning of university services, in accordance to article 89 of Organic Law 2/2023 of the University System (LOSU). These staff members are governed by the basic regulations for public or labour employment, by university statutes and by the corresponding collective bargaining agreements. Universities can also recruit externally funded staff for scientific and technical management tasks.

Pursuant to article 90 of the LOSU, technical, management and administrative and services staff at public universities may develop their professional careers by internal progression and promotion, based on their experience, training, and performance evaluation. Access to and filling of positions, regulated by articles 91 and 92 of the LOSU, respectively, are carried out through public procedures based on the principles of equality, merit, ability, transparency, and competition. Their remuneration is financed from university budgets and is determined within the limits established by current regulations, as established in article 93 of the LOSU.

The Rector is responsible for taking decisions regarding the administrative situation and disciplinary procedures of civil servants and other staff.

Non-teaching staff in private institutions

In private universities and higher education institutions, non-teaching staff are governed by the applicable national collective bargaining agreements. This staff includes categories of research personnel, administrative and services staff, technical and management support staff, as well as general services, maintenance, and security personnel, according to the type and organisation of each institution.
