Other education staff or staff working in schools

In addition to the teaching staff, other professionals with different qualifications work in schools and contribute to the proper functioning of the educational activities and to the comprehensive care of students.

Educational, health and socio-educational support staff

Depending on the specific needs of students and the organisation of each school, the education authorities may provide schools with specialists with specific qualification, including health professionals and therapeutic and socio-educational support staff. These professionals perform tasks related to health care, rehabilitation and the treatment of speech disorders, support for personal autonomy, social integration of students in situations of vulnerability, as well as care and attention at the early childhood education stage. 

Administrative and Services staff

In accordance with article 118 of the Organic Law 2/2006 on Education (LOE), the education authorities encourage the participation of administrative and services staff (PAS) in schools. In public schools, PAS staff includes administrative personnel, general services staff, IT technicians and library staff who support administrative management, facility maintenance and overall operation of the school.

In both publicly-funded private schools and non-publicly funded private schools, PAS staff are composed of the occupational categories defined in the collective agreements (article 10 of the 7th Collective Agreement and article 12 of the 12th National Collective Agreement, respectively), which regulate the functions of administrative and general services staff.

Conditions of service

In public educational institutions, these staff may have the status of career civil servants, temporary civil servants or permanent or temporary employees, in accordance with the Basic Statute of Public Employees.

The conditions relating to career progression, remuneration, working hours, leave, mobility and employment status are regulated by the Basic Statute of the Public Employee and, where appropriate, by the collective agreements of the autonomous communities. Employed staff are subject to the collective agreements applicable, as for their work contract.

In private schools and publicly-funded private schools non-teaching staff are contracted personnel and are governed by the Workers’ Statute and the relevant collective agreements, without prejudice to any arrangements which may be stablished at the regional level.
