The reform of higher education in Ukraine in 2022-2024 aims to improve the quality of educational services, as well as to integrate into the European Education Area and adapt educational system to modern challenges, in particular under martial law. It includes improving the efficiency and quality of higher education providers; legislative and regulatory functioning and support of the higher education system under martial law; bringing the legal framework of higher education in line with EU standards.

Reform in higher education aimed at improving the efficiency and quality of higher education providers’ activity

 

Resolution of the Cabinet of Ministers of Ukraine ‘Some issues of granting professional qualifications by higher education institutions in the absence of a professional standard’: on 25 October 2024, the Resolution of the Cabinet of Ministers of Ukraine ‘Some Issues of Granting Professional Qualifications by Higher Education Institutions in the Absence of a Professional Standard’ was adopted, which ensures a balance of volumes and directions of personnel training by higher education institutions (HEIs) in accordance with the needs of the national and regional labour markets. The Procedure of granting professional qualifications by HEIs in the absence of a professional standard has been developed and approved.

 

Resolution of the Cabinet of Ministers of Ukraine ‘On the implementation of a pilot project for the provision of state grants for higher education’: on 18 July 2024, the Cabinet of Ministers of Ukraine adopted the Resolution ‘On the Implementation of a Pilot Project for the Provision of State Grants for Higher Education’, which aims to form a financial and organisational mechanism for the transition to grant-based budget financing of higher education applicants.

The Procedure for implementation of the pilot project on the provision of state grants for higher education and the Procedure of funds usage envisaged in the state budget for implementation of the pilot project on the provision of state grants for higher education were developed and put into practice.

 

Law of Ukraine ‘On Amendments to Certain Laws of Ukraine on the Development of Individual Educational Trajectories and Improvement of the Educational Process’: on April 2024, the Law of Ukraine ‘On Amendments to Certain Laws of Ukraine on the Development of Individual Educational Trajectories and Improvement of the Educational Process’ was adopted ensuring the formation of a personal path for higher education applicants to realise their personal potential. 

This direction of the reform relates to simplifying the access of applicants, in particular those who study with the funds of the state budget to the types, forms and pace of obtaining education, subjects of educational activity and the educational programs offered by them, academic disciplines and their level of complexity, methods and means of education.

 

Reform of the legislative and regulatory framework of higher education aimed at bringing it in line with EU standards

 

Resolution of the Cabinet of Ministers of Ukraine ‘On amendments to the list of knowledge branches and specialties for the training of higher and professional pre-higher education applicants’: on 30 August 2024, the Cabinet of Ministers of Ukraine adopted the Resolution ‘On Amendments to the List of Knowledge Branches and Specialties for the Training of Higher and Professional Pre-Higher Education Applicants’, which updated the List of branches of knowledge and specialties of higher education in accordance with the recommendations of the European Commission on the harmonisation of the Ukrainian list with the International Standard Classification of Education (ISCED). The government's approval of this technical document is a step towards the integration of Ukrainian education into the European Higher Education Area, as well as an important element of the comprehensive transformation of the higher education system and its content.

 

Draft Law of Ukraine ‘On the National Qualifications System’: during March-November 2024, there has been a discussion of the Draft Law of Ukraine ‘On the National Qualifications System’. This draft law regulates social relations related to the formation and development of the qualifications system in Ukraine, its integration into the European Qualifications Framework, and defines the structure and functioning of the National Qualifications System. For the first time, it defines at the legislative level the definitions, structure and other context of the sectoral qualifications framework, the unified register of qualifications, sectoral councils for the development of professional qualifications, microqualifications / microcredentials, etc.

 

Reform of the legislative and regulatory framework aimed at the functioning and support of the educational sector (in terms of higher education) under martial law

 

Law of Ukraine ‘On Amendments to Certain Laws of Ukraine Concerning the Recognition of Educational Results of Persons Residing in the Temporarily Occupied Territory of Ukraine’: on November 2023, adoption of the Law ‘On Amendments to Certain Laws of Ukraine Concerning the Recognition of Educational Results of Persons Residing in the Temporarily Occupied Territory of Ukraine’ increasing the level of socio-economic and legal protection of applicants from the temporarily occupied territories. It defines additional socio-economic conditions and the procedure for citizens of Ukraine who resided in the temporarily occupied territory to have the right to obtain or continue education of a certain level in accordance with the procedure established by law in other regions of Ukraine at the expense of the state and/or local budgets with the provision of a place in a dormitory for the duration of their studies. The law specifies the peculiarities of recognition (non-recognition) of the results of education of persons who resided in the temporarily occupied territory of Ukraine.

 

2022 

 

Reform of the higher education aimed at improving the efficiency and quality of higher education providers

Decree of the Cabinet of Ministers of Ukraine ‘On Approval of the Strategy for the Development of Higher Education in Ukraine for 2022-2032’: on 23 February 2022, the Cabinet of Ministers of Ukraine adopted the Decree ‘On Approval of the Strategy for the Development of Higher Education in Ukraine for 2022-2032’. The expected result of the Strategy is the creation of a modern and efficient higher education system that meets the needs of citizens, the economy and society, has a decent reputation and is competitive in the domestic and global market of educational services. The expanded strategic pyramid presents tasks and indicators for each operational goal, as well as the expected results. In addition, the Cabinet of Ministers of Ukraine approved an Operational Plan for the Implementation of the Strategy for the Development of Higher Education in Ukraine for 2022-2032 in 2022-2024. 

Order of the Ministry of Education and Science of Ukraine ‘On Approval of the Methodological Recommendations for Monitoring the Employment of Graduates of Higher and Professional Pre-Higher Education Institutions and Determining the Employment Indicator for the Formula for Distributing State Budget Expenditures for Higher Education between Higher Education Institutions’: on 2 February 2022, the Ministry of Education and Science of Ukraine adopted the Order ‘On Approval of the Methodological Recommendations for Monitoring the Employment of Graduates of Higher and Professional Pre-Higher Education Institutions and Determining the Employment Indicator for the Formula for Distributing State Budget Expenditures. Development of methodological approaches, organisation and implementation in practice of monitoring the employment of graduates of institutions of higher and professional pre-higher education.

 

Reform of the legislative and regulatory framework aimed at the functioning and maintenance of the educational sphere (in terms of higher education) under martial law 

Law on Amendments to Certain Laws of Ukraine in the Field of Education: on 24 March 2022, adoption of the Law of Ukraine ‘On Amendments to Certain Laws of Ukraine in the Field of Education’ which provided institutional conditions for the transition of the activities of HEIs to activities under martial law.

Law of Ukraine ‘On Amendments to Certain Legislative Acts of Ukraine in Connection with Amendments to the Law of Ukraine ‘On the Status of War Veterans, Guarantees of Their Social Protection’: on March 24, 2022, adoption of the Law of Ukraine ‘On Amendments to Certain Legislative Acts of Ukraine in Connection with Amendments to the Law of Ukraine ‘On the Status of War Veterans, Guarantees of Their Social Protection’ which introduced priority changes to the legislation on higher education aimed at ensuring the activities during the war period.
