13.3Mobility in adult education and training

Learner mobility

At the level of EU programmes, the mobility of adult learners in general, and non-vocational education of adults is part of the Erasmus+ Programme. The programme covers various fields. The activities in the field of education, training and sports in Slovenia are covered by the Centre of the Republic of Slovenia for Mobility and European Educational and Training Programmes (CMEPIUS). Adult learners may participate in the scope of the Key Action– Learning Mobility of Individuals.

As part of this action, adult learners can participate in:

  • Group mobility of adult learners (lasting from two to thirty days for at least two adult learners per group, excluding travel time)
  • Short-term learning mobility of adult learners (from ten to twenty-nine days, excluding travel time)
  • Long-term learning mobility of adult learners (from one month to one year, excluding travel time).

All forms of activity can be combined with virtual activities. The longest and shortest duration applies to the physical part of the activity. In all activities, additional support can be provided for persons accompanying participants with fewer opportunities. Accompanying persons can receive support for the entire duration of the activity.

The action supports the cooperation of at least three organisations from at least three countries that participate in the Erasmus+ programme to promote or develop innovation in the field in which the need was demonstrated in all of the participating countries (e.g. new curriculum on a specific topic, new methods of teaching, manual of teaching a specific target group that had not been discussed before, new approach to teaching, development of new online tools or new content for existing tools), or exchange of good practices among organisations that wish to improve their current activities and operations.

It involves the exchange and development of innovative practices that lead to high-quality teaching, training, learning, youth work, institutional modernisation, and social innovation. If there is a distinct added value demonstrated, countries not participating in the programme may participate under special conditions in the projects.

In the life cycle of projects and depending on the type of the cooperation partnership, one may implement a wide range of activities, such as learning, teaching and training of individuals, but they may be included only if they add value in the realiasation of project goals.

Recognition of adult learners' learning outcomes

The learning outcomes achieved by adult learners on mobility are recognized by issuing a Europass Mobility Certificate or a similar document (certificate of participation).

Teacher and trainer mobility

At the level of the EU programme, the mobility in general and non-vocational education of adults is pursued in the scope of the Erasmus+ Programme. It covers various fields. In the field of education, training and sport, the activities are coordinated and implemented by the Centre of the Republic of Slovenia for Mobility and European Educational and Training Programmes (CMEPIUS).

The staff at adult education organisations may participate in various parts of the programme, in particular, two actions Key Action 1 – Learning Mobility of Individuals and Key Action 2 – Cooperation Partnerships. In both cases, the projects are administered by organisations, not individuals.

Key Action 1 addresses the education staff, not learners. The co-funding covers three types of mobility:

  • Job shadowing (from two to sixty days)
  • Mobility for teaching or training (from two days to one year)
  • Courses and training (from two to thirty days, up to ten per participant).

In addition to physical mobility, all staff mobility activities can be combined with virtual activities. The stated minimum and maximum duration of mobility applies to the physical component of the mobility. In all activities, additional support can be provided for persons accompanying participants with fewer opportunities. Accompanying persons can receive support for the entire duration of the activity or a part of it.

The key aim behind mobility is to enable the staff in the relevant field to pursue professional and personal development as this has a significant impact on the improvement of quality of teaching and learning of adults Key action 2 (https://erasmus-plus.ec.europa.eu/programme-guide/part-b/key-action-2/cooperation-partnerships) supports the cooperation of organisations from various countries to promote or develop innovation in the field in which the need for it was demonstrated in all of the participating countries (e.g. new curriculum on a specific topic, the new method of teaching, manual of teaching a specific target group that had not been discussed before, a new approach to teaching, development of new online tools or new content for existing tools), or exchange of good practices among organisations that wish to improve their current work.

The partnership must include three or more participating organisations from three or more countries taking part in the Erasmus+ Programme. If added value has been established, countries not in the Programme may participate under certain conditions. Projects aim at the exchange or development of innovative practices that lead to high-quality teaching, training, learning, youth work, institutional modernisation, and social innovation.

The activities are learning, teaching and training of individuals, but they may be included only if they add value to the realisation of the project goals.

Financial compensation

Based on calls for proposals, it is possible to obtain financial grants that cover support for travel expenses and a grant for individual support to co-funding living expenses. Support for travel expenses depends on the distance between the applicant's home institution's location and the place of activity execution. The grant for individual support depends on the country where the mobility is carried out. Staff opting for green travel can receive additional individual support to cover the costs of the return trip if necessary.

Recognition of professional development of professional staff within the Erasmus+ programmes

Activities within the European Erasmus+ program are recognized as additional professional work of educators/teachers for the advancement of employees in educational institutions to titles. Certificates of completed activities are issued by CMEPIUS based on the classification of international cooperation in European Community programmes in the field of education and training:

  • Participation in education and training and
  • Project work (Application for the issuance of a certificate for obtaining points for the advancement of employees in educational institutions to titles).
