The National Qualifications Framework (NQF) of Georgia, approved by the Minister of Education in 2019 (Order No. 69/N), serves as a structured system for categorizing and managing qualifications within the Georgian education system. The NQF aligns with the European Qualifications Framework for Lifelong Learning (EQF-LLL) and the Qualifications Framework of the European Higher Education Area (QF-EHEA). Its primary aim is to enhance the quality, transparency, and compatibility of qualifications across general, vocational, and higher education sectors in Georgia.

The NQF establishes the knowledge, skills, responsibilities, and autonomy required for individuals to obtain recognized qualifications across various educational levels. It incorporates a comprehensive classification system covering the different fields of study based on standards set by the International Standard Classification of Education (ISCED) and its derivative documents. This classification system ensures a standardized approach to defining qualifications and their outcomes at every level of education in Georgia.

Key objectives of the NQF include supporting lifelong learning, ensuring international comparability and transparency of qualifications, and fostering educational and work mobility. It also aims to promote the recognition of both formal and non-formal education, thus contributing to a more flexible and inclusive education system. The NQF is designed to reflect the changing demands of society and the labour market, allowing for continuous updates to qualifications in response to these shifts.

A significant aspect of the NQF is its classification of fields of study, which groups educational programs into broad, narrow, and detailed categories based on the ISCED and its derivative documents. These fields are classified by content, learning goals, objects of study, methods, and tools used in education. The framework supports the development and quality assurance of educational programs by providing a clear and general structure for educational outcomes and qualifications across general education, vocational training, and higher education.

The NQF is also linked to quality assurance mechanisms, requiring educational institutions to align their programs with its standards through self-evaluation reports submitted to the National Center for Educational Quality Enhancement. This ensures that all educational programs and Georgian language preparation programs meet the qualifications framework's criteria, thereby maintaining a high standard of education in Georgia.
