Guided by the goals of the European education policy, Lithuania seeks to improve the quality of education provided to persons with special education needs (SEN) in accordance with the principles of equality of opportunities, accessibility, inclusive education and quality assurance.
As specified in the Law on Education, education of persons with special education needs is implemented by all schools providing compulsory and universally available education within mainstream education, other education providers and (in certain cases) separate special education schools (classes) for SEN pupils.
Pupils with special education needs may cover the formal education curricula over a shorter or longer time than the officially established period. They may take breaks and complete the curriculum in separate modules. Pupils with severe and major special education needs can learn in mainstream schools (classes) for SEN pupils up to the age of 21 years.
