Definition of target groups

The most recent definition of special educational needs widens the field of school disadvantage, which is not limited to disability. In fact, class groups often have pupils requiring special attention for several different reasons: social-economic disadvantage, special learning/developmental disorders, cultural and language difficulties. This field of school disadvantage is included in the area of special educational needs that comprise also disabilities. (Ministerial Directive of 27 December 2012 ‘Intervention tools for pupils with special educational needs and organisation for school inclusion’).
