Professional support in education is provided by teachers and expert associates, schools’ physicians, experts form employment office and other expert from social care institutions, health-care institutions and other specialised institutions, civil society experts following an approval by the relevant ministry, and counsellors from the agencies responsible for education.

 

Definition of the Target Group(s)

Children who cannot follow the education process in regular education institutions, even with the help of special educational support, are included in special education institutions. The regular and specific curriculums in these institutions aim to enable pupils/students to get included into everyday life in the most regular conditions possible, in accordance with their age.

 

The principle of equality is one of the greatest assets of the constitutional order of the Republic of Croatia (Article 3). In accordance with this, every individual in the Republic of Croatia, has his/her rights and freedoms regardless of race, colour of skin, gender, language, religion, political or other convictions, national or social origin, property, birth, education, social status or any other personal circumstances (Article 14).

The new Act on Quality Assurance in Science and Higher Education (OG 151/22) entered into force in December 2022. The Act regulates the internal assurance and improvement of the quality of higher education institutions and scientific institutes, the external evaluation of the quality of higher education institutions and scientific institutes, and the organisation and powers of the Agency for Science and Higher Education (ASHE).

In accordance with the National Plan for the Development of Education and Training until 2027 for the area of ​​early childhood and school education, the following measures related to quality assurance have been adopted: 

  • improve quality assurance procedures in ECEC, 

The framework of the education quality assurance system consists of three approaches:

  • self-evaluation of educational institutions – a process of systematic and continuous monitoring, analysis and assessment of performance. It is used as an important instrument for strengthening capacities and for the progress, development and success of all participants in the educational process;
