The existing legislation of the adult education system doesn't regulate the matters of possible employment, working conditions and methods of other possible employees in adult education institutions. Adult education institutions' owners don't have the freedom of employing such associates in accordance with their own possibilities and their institutions' special needs, in accordance with general terms and conditions prescribed by the basic Labour Act (Official Gazette 149/09, 61/11, 82/12, 73/13).

 

Types of (management) staff 

In Croatia, adult education and training institutions are managed by different categories of administrative and management staff, depending on the type of institution and its management structure. These management roles typically include:

  • Heads: Responsible for overall administration, strategic planning and compliance with national regulations. They oversee financial management, staff coordination and curriculum implementation.

Other members of academic staff include teaching grades which are lecturer, senior lecturer, professor at a school of professional higher education, foreign language instructor, senior foreign language instructor, associate for arts and senior associate for arts.

Professional grades are associate, senior associate and adviser and terms of their appointment are determined by the institution. At the public HEIs the conditions of their service are determined by legislation on public service.

 

Legal representative of university is rectors who may have one or several vice-rectors. A dean acts and represent on behalf of the faculty, the academy of arts, polytechnic or college and is assisted by vice-deans. A university may have other units than faculty or academy like university department which are managed by department head and expert bodies or university institute which is managed by a institute director.

 

 

Other Education Staff

Associates in education and teaching who, depending on the school institution needs, assist in education and teaching are volunteers, sign language interpreters, auxiliary education staff, but do not independently carry out educational or teaching work.

 

Early Childhood and School Education

The management of kindergartens and schools is the responsibility of school/kindergarten principals. They assume two roles: that of a management and that of an expert director, and they carry out statutory duties - assigned by the kindergarten or school council - primarily, in the context of the annual action plan.

According to the Adult Education Act (OG 144/21), teachers, heads of adult education and headmasters have the right and obligation to continuous professional development in the sector and in the field of andragogic competences, about which the institution keeps records.
