Spain: Government expands access to vocational training through skills accreditation for millions

The Spanish Government has introduced a new Royal Decree to establish a permanent procedure for accrediting basic competences gained through work experience or informal training. This initiative aims to help people to access vocational training, improve their employability, and promote lifelong learning. The process will be free, accessible, and aimed at supporting adults with low levels of qualifications.
The Council of Ministers has approved a Royal Decree, establishing a permanent procedure for the accreditation of basic competences acquired through work experience or informal training. This initiative is expected to benefit over 10 million people, enabling them to access the vocational training system and enhance their job opportunities.
The Ministry of Education, Vocational Training and Sports aims to raise the educational level of the adult population, promoting equal opportunities and social inclusion. The measure is aimed at individuals with basic proficiency in Spanish, mathematics, and digital skills but without formal academic qualifications. The process is permanently open, free of charge, and accessible, allowing individuals to validate their competences and continue their education through tailored training programmes.
It consists of three phases: registration, evaluation and accreditation. Applicants can present evidence of their competences or take an assessment if needed. In the final phase, individuals will receive personalised career guidance and access to training pathways, mainly within vocational training system. Accreditations will take place at public adult education centres, vocational training institutions and other authorised organisations.
This regulation follows the guidelines of the Organic Law on the Organisation and Integration of Vocational Training, as well as the 2022 and 2023 decrees on the vocational training system. In addition, it reflects Spain’s commitment at both national and European levels and represents an economic and social opportunity by promoting skills development, employability, and wealth creation.
This marks an important step in the Government's broader strategy to modernise and improve vocational training in Spain, backed by an investment of over EUR 6.5 billion. With this new regulation and recent measures to make training more accessible, the legal framework for the reformed system is now complete.
Key innovations include the Modular Catalogue, which organises all training modules, and the National Catalogue of Vocational Training Offers, covering everything from short courses to specialised programmes. National registries will also provide individuals with a record of their verified qualifications and skills, making career progression easier. These changes create a more flexible, comprehensive, and accessible system for all.
