Belgium (Flemish Community): Enhancing Dutch language proficiency in education with a renewed focus

The Flemish Government is reinforcing its commitment to Dutch language proficiency as the foundation of education. The 2024-2029 policy focuses on teacher training, evidence-based materials, and a new curriculum. A Master Plan Dutch will expand language support, integrating reading, writing, listening, and speaking. Collaboration with the Dutch Language Union and teacher training institutions will ensure a comprehensive, cross-curricular approach, with all teachers playing a role in language development.
In its 2024-2029 Policy Note, the Flemish Government is reinforcing its commitment to Dutch language proficiency, recognising it as the cornerstone of education in Flanders. This policy will be implemented through targeted professional development for early years and primary school teachers, the expansion of evidence-based teaching materials, and the introduction of a new knowledge-rich curriculum.
To support pupils who need a stronger foundation in Dutch, particularly those with a different mother tongue, a range of specialised support mechanisms will be expanded. The aim is to ensure that every pupil has access to a solid linguistic foundation, enabling them to progress effectively in their education. A key component of this strategy is collaboration with parents and carers, recognising their role in fostering language development.
Building on the Reading Action Plan (launched in 2022), the government will now integrate its efforts into a broader Master Plan Dutch (2024-2029). This initiative will cover all four language competencies—reading, writing, listening, and speaking. Insights from the previous Language Action Plan (2019-2024), including research on teacher training and didactic support materials, will directly inform this new framework.
The Department of Education will collaborate with key partners, including the Dutch Language Union and teacher training institutions, to develop and improve access to integrated language competencies.
Crucially, the emphasis on Dutch will extend beyond the language subject itself, embedding language support across the entire curriculum. All teachers, regardless of subject area, will be expected to contribute to this initiative, ensuring a cohesive and comprehensive approach to language education in Flanders.
