Türkiye: ‘Young R&D’ initiative to foster a culture of research & development in schools

The Turkish Ministry of National Education (MoNE) has launched a nationwide initiative entitled ‘Young R&D’ to support the early discovery and development of students’ talents and capacities, particularly in scientific, technological, and vocational fields. The initiative is coordinated by the Ministry’s Directorate of Strategy Development and implemented by the Research & Development (R&D) units of provincial directorates of national education in all 81 provinces.

Fostering a culture of R&D among youth aims to nurture early interest in STEM and future-ready skills. Kicked off in January 2025, the ‘Young R&D’ initiative is aligned with Türkiye’s Policy No. 746 of the Twelfth Development Plan (2024–2028), which highlights the goal of encouraging young people’s participation in science, art, culture, and sports activities that promote physical, social, and cognitive development, as well as innovative and entrepreneurial skills.

In accordance with Measure 746.2, programs are being developed to equip young people with the skills needed to adapt to the green and digital transformation and meet future societal demands. Reflecting these priorities, Türkiye’s 2025 Annual Presidential Program includes the provision: ‘Young R&D activities will be organised by the R&D units of provincial directorates of national education’. 

Through the ‘Young R&D’ initiative, the MoNE aims to reach all students, including those from disadvantaged backgrounds such as migrant-background children, children with special needs and from low socio-economic backgrounds. The program aims to provide opportunities to engage in activities that enhance participation, entrepreneurship, and social responsibility.

In the first six months of implementation, more than 500 activities were carried out across the country, reflecting the strong engagement of local education authorities and the broad interest of students. Upon the Minister of National Education, Yusuf TEKİN, his advice to increase visibility and promote the exchange of good practices, the Directorate of Strategy Development has launched the official website designed for the dissemination of ‘Young R&D’ activities. 

In addition, the R&D units of provincial directorates will compile a ‘Youth R&D Activities Monitoring and Evaluation Form’ every six months to track activities, prevent duplication, and provide timely feedback for improvement.

With this initiative, Türkiye aims to foster a culture of R&D as early as possible, starting from schools and reaching even the most disadvantaged groups of children across the country in the light of the Century of Türkiye Education Model (TYMM).
