Spain: The Digital Competence of Teachers Will Be Standardized Throughout the Country
In May 2022, a new version of the Reference Framework for the Digital Competence of Teachers was published. This update guarantees an adequate level of development of the digital competence of teachers and schools that will, in turn, favor the acquisition and improvement of key competences by students and, ultimately, by all citizens.
This Reference Framework is divided into six areas which include specific competences with levels and indicators of achievement. The six areas are professional commitment, digital content, teaching and learning, evaluation and feedback, empowerment of students, and development of students’ digital competence.
In June 2022, the Ministry of Education and Vocational Training and the educational administrations of the Autonomous Communities agreed to use the same reference framework and the same instruments to certify the digital competence of teachers. Said certification is an essential element in the transformation of the education system of our country and will be recognized in all regions and valid throughout the country. In the same agreement, the autonomous communities have set one year as lead-time to prepare their regulations for the certification of the digital competence.
The certification will follow the provisions of the Reference Framework for the Digital Competence of Teachers, which for each specific competence establishes progress levels and achievement indicators, similar to those used for the evaluation of languages: A1 and A2 for the initial stage; B1 and B2, for the intermediate; and C1 and C2 for the advanced.
The goal is to certify the digital competence of at least 80% out of the 700 000 teachers of primary and secondary education by 2024, a commitment made by Spain to the European Commission and which is reflected in Component 19, a budget item of the Recovery, Transformation and Resilience Plan. In order to facilitate the development and certifying process of these competences, this year, the Ministry of Education and Vocational Training will distribute EUR 284.7 million among the autonomous communities from the aforementioned Component 19. These funds will also be used to develop the schools’ digital plan, an instrument to favor and promote the use of digital media in teaching-learning processes.
