Structure of the Chapter

This chapter provides a thematic and chronological overview of education reforms and policy developments at the national level between 2022 and 2025. These reforms and policies are presented below based on educational levels and thematic areas:

Key Features of the Education System

Almost half of the Swedish population is involved in some forms of organised education. All education, from preschool class to higher education, is free of charge. Sweden has among the highest public spending on education relative to GDP in the EU.

A special reimbursement model for transition training and further training for professionals

Being able to change careers and develop one's skills during working life is crucial to meeting the rapid changes and needs of the labour market. Therefore, more short courses within higher education institutions that are relevant to professionals are needed. The Ministry of Education is now submitting a proposal for a model for how the educational offer of higher education institutions can be developed.

More paths to working life

The inquiry notes that many students lack eligibility for national programs in upper secondary school and are not given the same opportunities to learn a profession. At the same time, many employers state that it is difficult to find workers with upper secondary vocational qualifications.

The decision has been passed – ten-year compulsory school from autumn 2028

The Parliament has now decided on the legislative amendments to the government bill “A ten-year compulsory school”. The decision means that from autumn 2028, Sweden will have a ten-year compulsory school where the preschool class is replaced by a new year 1.

The Swedish National Agency for Education is tasked with developing support to monitor children's language development in preschool

Good knowledge of the Swedish language is a prerequisite for succeeding in school and for being an active participant in society. In order for preschools to have better opportunities to more systematically follow up on children's language development, the Government has tasked the Swedish National Agency for Education with developing support for this work.
