Early Childhood Education and Care

The financing of ECEC system is decentralised by law. In accordance with Article 42 of the National Pedagogical Standards for Preschool Education and Care (OG 63/2008) it is almost exclusively within the competence of local or regional self-government units (LGUs) – from capital investments in infrastructure to financing of running costs.

The pre-school and school education system in Bulgaria includes kindergartens, schools, personal development support centres, and specialized service units, and provides for education according to state educational standards. The institutions within the pre-school and school education system are legal entities.

By Decision No. 915 of December 31, 2024 of the Council of Ministers, the List of Research Higher Education Institutions has been updated, and 12 universities have been designated as research HEI.

The introduction of the chapter describes the overall education strategy and the key objectives across the whole education system. It also looks at how the education reform process is organised and who are the main actors in the decision-making process.

Key Features of the Education System

BiH consists of two entities (Republika Srpska and Federation of BiH) and Brcko district of BiH.

The education sector in Bosnia and Herzegovina reflects the state constitution. It is defined by the BiH Constitution, the constitutions of the entities, cantons, and the Statute of Brčko District of BiH, which govern legal competencies in education.
