Proposed Amendments to the Act on Higher Education and Scientific Activity

In June 2026, the Ministry of Science, Education and Youth presented proposed amendments to the Act on Higher Education and Scientific Activity of 2022, with the aim of improving the implementation of the existing legislative framework and increasing the flexibility of the higher education and research system.

New Vocational Curricula

In July 2026, Croatia continued the modernisation of vocational education and training through the implementation of modular teaching and new vocational curricula based on occupational and qualification standards of the Croatian Qualifications Framework (CROQF). The new curricula at CROQF levels 3, 4.1 and 4.2 organise learning through modules and learning outcome units and are designed to develop competences relevant to labour market needs.

In collaboration with the Sectoral Skills Councils under the Ministry of Education and Science, 125 regulations have been developed and approved for the acquisition of professional qualifications in the occupations listed in the new List of professions for Vocational Education and Training. Also 109 national examination programs and 108 model curricula for the new occupations have been developed and approved.

In accordance with the policies for the development of secondary education, the following National Programs for the Development of Education have been adopted (Council of Ministers Decision No. 278/09.04.2026):

1.  “National Standardized External Assessment System”;

2. “Student Olympiads and Competitions”;

3. “Ensuring a Modern, Safe, and Accessible Educational Environment”;

4. “It’s Great in Kindergarten”;

This chapter provides a thematic and chronological overview of national reforms and policy developments since 2021.

The introduction of the chapter describes the overall education strategy and the key objectives across the whole education system. It also looks at how the education reform process is organised and who are the main actors in the decision-making process.

Key Features of the Education System

BiH consists of two entities (Republika Srpska and Federation of BiH) and Brcko district of BiH.

The education sector in Bosnia and Herzegovina reflects the state constitution. It is defined by the BiH Constitution, the constitutions of the entities, cantons, and the Statute of Brčko District of BiH, which govern legal competencies in education.

In order to improve the procedures for the accreditation of higher education institutions and study programs and registration in the State Register of accredited higher education institutions in Bosnia and Herzegovina, the HEA adopted the following documents:
