Spain: New civil protection training plan for schools

A national plan has been launched in Spain to promote a culture of prevention and ensure that all members of the school community are prepared to respond effectively in emergency situations, whether caused by natural events or human actions.
A coordinated initiative aligned with national legislation
The Civil Protection Emergency Training Plan has been developed jointly by the Ministry of Education, Vocational Training and Sports and the Ministry of Home Affairs, in collaboration with the governments of the autonomous communities. It is aligned with recent updates to national civil protection legislation and forms part of a broader strategy to improve public safety and crisis readiness.
Mandatory implementation in all non-university educational institutions
The plan is mandatory for all non-university educational institutions delivering programmes regulated by national education legislation. However, regional education authorities and individual schools have the flexibility to adapt and expand the core content of the plan in line with the specific natural, social or economic context of their area.
Inclusive, age-appropriate training across all school levels
Training activities will be tailored to each educational stage, considering the age and learning level of pupils. An inclusive pedagogical approach will ensure that students with special educational needs can fully participate and achieve the learning objectives set out in the plan.
Delivery by emergency professionals, volunteers and teachers
The training sessions will be delivered by members of regional and local civil protection services, volunteers from the national civil protection system and school teaching staff. These actors will work together to ensure that training is consistent, engaging and adapted to the school environment.
Educational materials provided at national level
All educational resources and training materials will be developed by the Ministry of Home Affairs in collaboration with the Ministry of Education, Vocational Training and Sports and the authorities of the autonomous communities. They will be available to education administrations to support implementation across the country.
