Hungary: Restrictions on the use of mobile phones in schools

The Hungarian government has restricted the use of telecommunication devices in schools, in particular the use of mobile phones. 

In order to protect young people and ensure continuity of teaching, the Hungarian government has issued a decree restricting the use of telecommunication devices in schools. Specifically, this decree targets mobile phones, as well as devices for recording images or sound and smart devices for accessing the internet.

As a result, from the 2024/2025 school year onwards, these devices may not be used during the day in grades 1-4 in primary schools, grades 5-12 in secondary schools and grades 9-13 in vocational secondary schools. Furthermore, during classes in dormitories, these devices must be kept out of reach, unless otherwise authorised by the teacher or school head. In fact, the only exceptions to this rule are classes and activities where the teacher or school head explicitly permits the use of these devices.

In addition to restricting student use, the regulation also constrains the use of mobile phones by teachers. Notably, during classes, educational activities, and when supervising students, teachers are only allowed to use their mobile phones and other digital and info-communication devices for educational purposes. This ensures that teachers can utilise technology to enhance learning, while minimising distractions and maintaining a focus on teaching.
