Estonia: AI Leap Initiative to Enhance Learning and Teaching

Estonia has launched the AI Leap (TI Hüpe) Initiative, a national programme to integrate artificial intelligence (AI) into education. A pilot phase will start on the 1st of September 2025 with teacher training.

The AI Leap Initiative is led by the Ministry of Education and Research and seeks to enhance personalised learning and improve efficiency in education management. Through this ambitious project, 20,000 students and 3,000 teachers will gain access to AI-powered learning applications. The initiative is a cross-sector collaboration supported by government and leading technology entrepreneurs. 

Built on Estonia's rich legacy of advancing digital skills in the educational sphere, the AI Leap Initiative follows in the footsteps of the Tiger Leap (Tiigrihüpe). The Tiger Leap initiative was launched nearly 30 years ago to introduce cutting-edge technology in schools. Today, the AI Leap initiative aims to strengthen students' digital and AI competencies, alleviate teachers' administrative workloads, and enhance decision-making tools for education policymakers. 

On the 1st of September 2025, around 20,000 students from grades 10–11 and 3,000 teachers will gain access to top AI-powered learning applications. This marks the start of the AI Leap Initiative. In 2026, the initiative will be introduced to vocational schools and new 10th-grade students, reaching an additional 38,000 students and 2,000 teachers. 

Preparations for the AI Leap Initiative are underway. Teacher training is planned for autumn 2025, followed by the introduction of AI-powered learning tools for students. Furthermore, negotiations with partners such as OpenAI and Anthropic have been initiated. Additional international partners are planned to be involved in the future. 

The AI Leap Initiative is a broad, cross-sector collaboration, initiated with the support of the Office of the President’s Digital Advisory Board, the Ministry of Education and Research, and leading Estonian technology entrepreneurs, i.e. founders of Skype and Wise.
