Malta

Definition of the Target Groups

In Malta, learners having the below disabilities/conditions are educated in Resource Centres or Learning Support Centres.


1.    profound and multiple learning disabilities (PMLD) including multi-sensory impairment;

2.    complex communication needs and/or intellectual impairment;

In the Maltese educational system children are recognised as having special needs after they have been duly assessed by the Statementing Moderating Panel and Appeals Board (SMP/AB) that is composed of professionals from different fields. Together with parents/guardians and/or student/parent advocates as well as other professionals, written assessments/referrals of students are evaluated by the Board in order to identify the type of support needed by the learner.

The legislative framework for educational provision in Malta is the Education Act  provides the legal basis for the setting up of the National Curriculum Framework for All (NCF).

Responsible bodies

The Directorate for Research, Lifelong Learning and Employability is the main public provider of adult education. Jobsplus, the national employment agency, the University of Malta and the Malta College of Arts, Science and Technology and other public and private institutions also provide adult education. The regulation and external quality assurance of adult education falls within the remit of the Malta Further and Higher Education Authority (MFHEA).
