This chapter provides a thematic and chronological overview of national reforms and policy developments since 2021.

The introduction of the chapter describes the overall education strategy and the key objectives across the whole education system. It also looks at how the education reform process is organised and who are the main actors in the decision-making process.

Bilateral Agreements

The bilateral agreements in the field of education, science and culture constitute the policy framework of different scholarship schemes development, students’ admission facilities improvement, co-operation between educational institutions, mutual recognition of qualifications and study periods undertaken abroad. The existing bilateral cooperation is often complemented by multilateral initiatives, thus reaching both European dimension and context. An emphasis is put on project and research development.

European, global and intercultural dimension in curriculum development

Currently, the strategy of national authorities towards adult education development and provision is through utilizing the EU structural funds, namely the Operative programme "Human Resources Development". Various projects are planned or have been implemented for training in key competences of adults.

Global and Intecultural Dimension in Curriculum Development

The number of Bulgarian HEIs involved in projects for development of bachelor and master degrees with universities from the European Higher Education Area and the EU neighbouring regions is rising. The main instruments are the Erasmus, Erasmus Mundus and Tempus programmes.

Comenius sectoral programme is the most popular opportunity for enriching the education environments, namely intercultural and foreign language training and teaching, through transfer of knowledge and good practice from colleagues abroad.

Learner Mobility

The Grundtvig sectoral programme is the main source of funding for adult learners' mobility abroad.

The main types of mobility are:

  • Cultural exchange - focus on intercultural communication and language learning;
  • Workshops - focus on development of life skills.

The responsibility for the mobility is shared between the hosting and sending organizations.

In most cases the recognition is in the form of a certificate for attendance.

Student Mobility

The Erasmus sectoral programme is the main source of funding for student mobility in the country. 47 HEIs are working within the programme. Mobility is also carried out through short-term or long-term programmes for bilateral and multilateral cooperation at either national or institutional level.
