Norway: Modular education – Reforming the adult education system to enhance its flexibility
The new Education Act in Norway allows the county authorities to provide upper secondary education to adults who have not completed primary and lower secondary education or equivalent.
Modular structured education for adults has been piloted since 2017 in Norway. In August 2024 it became a permanent system of Norwegian adult primary and lower secondary education and some subjects in vocational upper secondary education.
This flexible and tailored educational approach is designed to meet the specific needs of adult learners. Education is organised into smaller, more manageable units called modules, allowing participants to progress at their own pace and according to their individual learning needs. The curricula are designed with an adult perspective, considering the specific needs and learning contexts of adult learners. The modular approach ensures that no one undergoes more training than necessary to achieve their desired final competence. The new Education Act allows for a combination of primary and secondary education modules, enabling adults to receive a more integrated and efficient education.
