Italy: The evaluation of school managers

In March 2025, the Ministry of education and merit has published a Decree that introduces a new system for the evaluation of school managers. 

The evaluation system aims to verify the competences of school managers. It will focus on transparent and efficient management, development of human resources, improvement of school activities and relations with the territory and other institutions.

The assessment follows four phases:

  1. Definition of the objectives by the end of July of each year,
  2. Assignment of the objectives by the end of August of each year,
  3. Measurement and evaluation of the results by the end of November of the following year,
  4. Possible adversarial phase.

The goals are both general and specific. In general, the objectives are based on the strategic priorities set by the Ministry at national level. The specific goals relate to the regulations in force on managerial and specific activities, these are measured through objective indicators and targets.

The score ranges from less than 30 (goals not reached) to 100 (outstanding). A maximum of 80 points can be achieved by attaining the goals, while a maximum of 20 points are given based on managerial skills, problem solving, innovation at school, relationships with other institutions, and other aspects.

Besides the school managers, the stakeholders involved in the first three phases are the heads of the Departments of the Ministry of Education, the heads of the regional school offices (Uffici scolastici regionali – USR) and the heads of the territorial offices at provincial level. 

The results of the assessment procedure determine the part of school managers’ pay that is calculated based on their performance. At present, it corresponds to 7-8% of the salary, however, this currently depends on supplementary bargaining.

The new assessment procedures apply from school year 2024/2025.
