Romania

The current educational policy promoted in Romania fosters the mobility and exchange of learners and teaching and training staff.

Mobility and exchange are considered to have an important contribution to the development of the European dimension in education and of quality education, and to improve networking and opening of the education system.

The internationalization of the Romanian higher education contributes both quantitatively and qualitatively for achieving the target in the Europe 2020 Strategy.

Currently, Romania is an active part in several international cooperation initiatives in the field of higher education, mentioning primarily the implication in the Bologna Process and the membership of the International Organization of La Francophonie, Bucharest hosting the Regional Office for Central and Eastern Europe of the University Agency of the Francophonie ever since 1994.

The education, as a factor of progress, in Romania, is based on the equal opportunities principle, which implicitly leads to a high level of mobility.

The Romanian educational system seeks to  improve performance as regards the mobility, area that has a major impact not just on the learning and professional training, independence and social interdependence, cross-cultural communication experiences, but also on the labor market integration.

Specific support measures

Employment agencies provide information and counselling both for training and employment opportunities, ensuring in this way the necessary coherence between the training offer and the employment demand.

The Operational Programme Human Capital 2014 - 2020 finances integrated measures for  unemployed young NEET (training and employment).

Academic guidance

Guidance and counselling activities in higher education are regulated by Order of the Education Minister 3235/10.02.2005 on the organisation of first degree studies, which requires the establishment of Counseling and career guidance centers (CCGC) within universities.

In Romania there is a framework methodology for the organization and functioning of counseling and career guidance centers in the higher education system approved by Order no. 650 of 19 November 2014.

Specific support measures

The general criteria for granting the scholarships and other forms of material support for students from state higher education, with frequency education, are established by Order no. 3392 of 27 February 2017.

Academic guidance

In most cases, educational guidance during primary education is ensured by the class teacher working closely with the children’s parents and the school psychologist.

The National Curriculum includes the curricular area Counselling and Guidance, dedicated to the educational guidance of pupils.

Definition of the target group(s)

The education in Romania of foreign citizens is regulated through the law. According to the provisions of the Decision, foreign citizens or Romanian citizens residing abroad can attend education in Romania based on scholarships granted by the Romanian state or on their own expenses.
