The legislative process for building a unitary ECEC system and, implicitly, for the organisation and functioning of ECEC services as integrated, inclusive and quality services has continued. Achieving a fair and quality ante-preschool and preschool (ECEC) system, developed and adapted to meet parents’ needs.

This chapter provides a thematic and chronological overview of national reforms and policy developments since 2022.

The introduction of the chapter describes the overall education strategy and the key objectives across the whole education system. It also looks at how the education reform process is organised and who are the main actors in the decision-making process.

The section on ongoing reforms and policy developments groups reforms in the following broad thematic areas that largely correspond to education levels:

Bilateral agreements

The bilateral relations in the field of education and professional development include agreements and/or collaboration programmes concluded:

  • with European Union member states (Austria, Belgium, Bulgaria, Czech Republic, Cyprus, Croatia, Denmark, Finland, France, Germany, Greece, Italy, Lithuania, Luxembourg, Malta, Great Britain, Norway, the Netherlands, Poland, Portugal, Slovakia, Slovenia, Spain)

European, global and intercultural dimensions in curriculum development

Since adult education courses are offered in a very decentralised manner, it is very difficult to create a global view on the approach of European dimension through these types of courses and on resources used.

Generally, the available resources related to the integration of European dimension in adult education, are results of European cooperation projects.

The implication of the higher education institutions in making international networks/partnerships at European level and in using the institutional and academic partnerships, particularly for improving the PhD studies.

In the pre-university education the strategies of internationalization are approached as educational necessities with an impact on the social and labor market integration.
