Key features of the Education System

Educational competence

In Belgium, the three communities are responsible for education, with the following exceptions:

Certificate of primary education (Abschlusszeugnis der Grundschule)

Certificate issued at the end of primary education, either at the end of the sixth year in primary school, the first or even the second year in secondary school or by passing a special examination by the central Examination Board of the German-speaking Community (“Prüfungsausschuss der Deutschsprachigen Gemeinschaft).

This chapter provides a thematic and chronological overview of national reforms and policy developments since 2021.

The introduction of the chapter describes the overall education strategy and the key objectives across the whole education system. It also looks at how the education reform process is organised and who are the main actors in the decision-making process.

Bilateral Agreements

The GC maintains bilateral relationships both at the national level (with the other Communities and regions of the country) and also at the international level (with countries or regions). For the relationships with certain countries, the GC is attached to different international cultural agreements, which Belgium concluded in the 50s and which have been dropped as a result of state reforms in the areas of responsibility of the Communities.

European, global and intercultural dimension in curriculum development

The curricula are essential in helping young people learn to look beyond the horizons of their local or regional environment and be encouraged to think about the everyday lives of young people from other countries and continents.
