Croatia: New Act on the Recognition and Assessment of Foreign Educational Qualifications

The "Act on the Recognition and Assessment of Foreign Educational Qualifications" (Official Gazette 69/2022) entered into force in June 2022. The ENIC-NARIC centre issues the assessment of foreign qualification for the purpose of employment, instead of legally binding decisions.

The Act stipulates the automatic recognition of a qualification level for the purpose of continuing education in case of:

  • a secondary education qualification if a respective national qualifications framework has been referenced to the EQF:
  • a higher education qualification upon cumulative complying of two criteria:

a) external quality assurance of a HEI by an agency listed in European Quality Assurance Register (EQAR);

b) a respective national qualifications framework has been referenced to the EQF/QF-EHEA.
