Early childhood care from the age of 6 months to 3 years is provided at nurseries (detské jasle), or mother or children centres.
They are founded by municipalities/cities (but only in small numbers); they are mostly founded by natural or legal persons and occasionally by churches.
These institutions are not controlled by any ministry at the moment.

Early childhood education and care (ECEC) in Serbia is regulated through the Law on the Education System Foundations, Law on Preschool Education, ratified international conventions and other accompanying regulations and documents, based on children’s rights and developmental, educational, cultural, health and social needs of preschool-age children and their families.
Early education (children aged from birth to 6 years) is part of pre-university education and includes, according to the National Education Law (Law No.1/2011, with subsequent amendments), art.23 (a):the early pre-school level (0-3 years old) and pre-school education (3-6 years old).
