Ukrainian education law, including the Law on Education (закон України ‘Про освіту’), defines non-formal education as learning typically achieved through educational programmes. Although it does not lead to state-recognised qualifications by education level, it can result in professional or partial educational qualifications.

The Ministry of Education and Science of Ukraine, in line with its responsibilities, defines the prospects and priority directions for the development of adult education and facilitates citizens' access to it. 

Other central executive authorities and state bodies implement state policy in the field of adult education, primarily focusing on professional development and in-service training within their respective sectors.

Special roles are assigned to:

Adult education, as outlined in Article 18 of the Law on Education (Закон України ‘Про освіту), is an integral part of lifelong learning. This component of the education system supports the right of every adult to continuous learning, taking into account individual needs, social development priorities and economic demands.

At the third cycle/level (educational scientific/educational creative), higher education students acquire the ability to solve complex tasks in the field of professional and/or research and innovation activities. 

The second (Master's) level of higher education presupposes that the higher education applicants acquire the ability to solve research and/or innovation tasks in a particular field of professional activity.

In accordance with amendments to Ukrainian legislation, Junior Bachelor's degrees have not been offered in Ukraine since the beginning of 2024. Consequently, short-term study programmes are no longer available.
