Second chance programme

Through Despatch No 6954/2019, 6 August, the Ministry of Education created an intervention programme for young people who have left the education system and are at risk of social exclusion, called Segunda Oportunidade (Second Chance - Programme 2O).

Ação Social Escolar (ASE) - School social support

Created to ensure equal opportunities, these measures focus on both school access and success. Their main objective is to provide underprivileged students in basic and upper-secondary education with support so they can successfully complete their studies, which includes contributing to their school costs.

Decree-Laws

Decree-Law No 47 587/67, 10 March - allows the Minister of Education to determine or authorise pedagogical experiments in public education, whilst responsible to the respective ministry. As a result, complementary upper-secondary and technical day and evening courses were created.

Qualifica Centres

The Qualifica Centres overseen by public basic and upper secondary education school clusters (SC) or non-clustered schools (NCS) represent approximately 37 % of the entire national network, which has over 300 centres. As such, they play a key role in the Qualifica Programme and the strategy to mobilise the adult population for lifelong learning.

Specialised Technology Centres (CTE)

Created to improve vocational education and speed up the implementation of the funds from the Recovery and Resilience Plan (RRP) for the specialised technology centres (CTE) in schools, the ministers for education, science and innovation and territorial cohesion began a series of meetings with school boards and municipalities to implement the specialised technology centres.

Digital resources: guaranteed connectivity services for pupils and schools

It is essential that schools have the technical and pedagogical conditions necessary for quality education and that they ensure equal opportunities for all students throughout the country, particularly in terms of access to and use of digital resources.

Increased provision of pre-school education for 3-year-olds from 2025/2026 on

The Council of Ministers in March 2025 approved the opening of 200 new pre-school classrooms in the next school year for children aged 3 and over.
