International relations, in particular with the neighbouring countries, have traditionally characterised education and training in the Grand Duchy of Luxembourg.

Definition of the target group

There is no definition of disadvantaged learners in higher education in Luxembourg.

In fact, the financial aid for higher education(aide financière pour étudessupérieures)is supposed to provide sufficient support to students at risk of poverty and social exclusion. This aid may also be demanded by political refugees.


Definition of the target groups

In Luxembourg, specific support measures are proposed for:

  • Pupils recently arrived in Luxembourg
  • Pupils with difficulties related to at least one of the official national languages (Luxembourgish, French, German)
  • Pupils with special educational needs.

This article will focus on measures for newly arrived pupils and learners who having difficulties with the national languages.
