The Government of the Republic of Macedonia, in accordance with its Programme for Education, is making continuing efforts for improving the quality of education through curriculum modernisation, continuing training of teachers, introduction of contemporary teaching and learning methods, development of clear standards for monitoring and evaluation of all entities involved in the education process and through facilitation of personal and professional career development of every individual participating in the education process.

One of the elements of the National Programme for Development of Education is the Programme for Quality Assurance and Control in Education, whose main goal is to conceptualise, define and develop and offer in practical solutions for a comprehensive, contemporary and coherent system for quality assurance and control of pre-school, primary and secondary education, a system which will be compatible with the systems of the European Countries. Three basic mechanisms for supervision and evaluation of the quality of the education system are currently implemented in the country. The State Education Inspection (SEI) is responsible for supervision over the enforcement of the legislation and other regulations and acts governing the work of education institutions, whereas the technical supervision and the qualitative aspects of the work of the school are responsibility of the Bureau for Development of Education (BDE). External evaluation of the quality of education provided in educational institutions is carried out by the SEI, which cooperates directly in the discharge of its functions with the BDE in regard to the control over the quality of the delivery of the national curriculum. The third mechanism for evaluation of the quality through external assessment is the responsibility of the State Examination Centre (SEC). The SEC is competent for providing support to the process of external evaluation of achievements of students and teachers in primary and secondary schools, preparing the national programme for external evaluation of primary and secondary education in accordance with European standards, collecting, elaborating and analysing the results of the testing aimed at assessing student achievements in primary and secondary education, compiling ranking lists of primary and secondary schools teachers, which result from the external assessment, the self-evaluation and the integral evaluation.
