- to help schools in monitoring efficiency and efficacy indicators of their educational offers and undertaking improvement, in order to foster their autonomy;
- to provide school administration with useful information to address education policies towards the cultural, social and economic growth of the country and to plan support actions for schools;
- to foster transparency and social accountability;
- to create the conditions to be able to evaluate school managers.
The evaluation process consists of four phases: self-evaluation of schools, external evaluation of schools, improvement actions and public accountability of schools. Law 107/2015 known as ‘The good school’, has introduced an internal evaluation of teachers aimed at the recognition of teachers’ merit. The school manager evaluates teachers and assigns them a bonus according to criteria established by the Committee for the evaluation of teachers set in each school.
Regulations public administration requires that schools develop performance management and improvement processes. This includes also awarding systems for best performers (law 150/2008).
Finally, the Board of Auditors controls the administrative and accounting regularity of schools.
As for regional vocational education and training courses (IFP), Italy has its national Reference Point for the quality assurance in the vocational education and training sector.
Quality assurance in higher education is guaranteed through both internal and external evaluation.
The internal evaluation is carried out by the Evaluation centres of each university and by quality aids and joint committees teachers/students.
The external evaluation is under the responsibility of the autonomous National agency for the evaluation of the university and research system (ANVUR).
