The Law on Higher Education recognizes students with disabilities, as well as students from the Roma and Egyptian population, as particularly sensitive and vulnerable categories. In accordance with this Law, the principle of affirmative action applies to these persons when enrolling in study programs.

Specific Support Measures

In the field of early development, additional early intervention programmes are offered by resource centres which involve individual work and actions, as well as periods of stay ranging from a few days to fifteen days or a month.

The Law on Education of Children with Special Educational Needs, Article 4a, defines children with special educatiional needs. 
"Children with special educational needs, in terms of this Law, are:

The education system is aimed at developing democratic values and creating an environment with no social exclusion or other forms of discriminatory behaviour. The General Law on Education, Article 9a prescribes the prohibition of any form of discrimination in the field of education.
