Spain: New training framework for school head teachers

Spain has adopted a new regulatory framework establishing common standards for the training of public school head teachers. Royal Decree 414/2026, approved on 27 May 2026, sets out the structure, content, and minimum requirements for leadership training programmes. Certification will be nationally recognised and the new rules will apply from the 2026–2027 school year. 

A common national framework for training school leaders 

Spain has approved a common framework for the training of aspiring public school head teachers. Under the new regulation, programmes may be delivered by the Ministry of Education, Vocational Training and Sports or by regional education authorities, but all certifications will follow the same national standards and be valid across the country. 

Programmes must follow a modular structure with a minimum duration of 120 hours. They may be delivered face-to-face, online, or through blended learning, while regional authorities may add further modules to address local priorities and contexts. 

What the training covers 

The regulation identifies six core areas of training designed to prepare head teachers for both the operational and educational dimensions of their role. Participants are expected to develop a solid understanding of the legal framework governing schools, as well as the organisational skills needed to lead increasingly complex institutions. 

A strong emphasis is placed on pedagogical leadership. Future head teachers will be expected to support teachers' professional development, promote innovation and collaboration, and create the conditions that improve teaching and learning across the school. The programmes also address school participation and climate, encouraging leadership approaches that foster inclusion, well-being and constructive relationships within the school community. 

Training in strategic planning is another key component. Participants will learn how to identify priorities, design improvement initiatives and monitor their impact. The programme rounds off in the preparation of a school leadership project. The project must define objectives, actions and indicators for evaluating progress, while also incorporating principles of gender equality and the prevention of gender-based and sexual violence. 

A collaborative model of leadership 

The decree reinforces school leadership as a key driver of educational quality within a framework that emphasises shared responsibility and collaboration across the school community. It reflects a broader shift towards leadership focused on supporting teaching and learning and strengthening professional capacity.
