The new regulation provides a comprehensive framework for educational inspection. It repeals Royal Decree 2193/1995 and covers key areas such as the evaluation of inspection activities, access to the Corps of Education Inspectors, professional training and qualifications, and career development

Core principles for inspections are now clearly defined, including transparency, independence in technical assessments, and the protection of fundamental rights. A strong emphasis is placed on prioritising the best interests of children.

The decree formally recognises inspectors as public authorities, reinforcing their professional status. It guarantees access to necessary technical and material resources, legal support from education authorities, and protection against damages incurred during official duties.

Entry into the Corps of Education Inspectors is now standardised through a competitive examination process. This consists of three parts: a written test on the education system, a practical assessment of inspection skills, and an oral presentation on a relevant topic.

The regulation also establishes  a detailed framework for training and career progression, which recognises the right and the duty to ongoing professional training, introduces compulsory mentoring for newly appointed inspectors in their first year, addresses issues such as mobility and specific remuneration supplements linked to the teaching nature of the Corps of Education Inspectors.

A new chapter focuses on evaluating inspection activities, requiring education authorities to implement both internal and external assessment plans.

Previously unregulated areas are now included, such as training leave, career advancement, technical resources, and remote working options. These changes acknowledge the demanding nature of the role and reinforce its importance within the education system.

Finally, the regulation allows regional education authorities to design their own organisational and functional models and to adapt certain elements of the framework to their specific contexts, in line with Article 154 of the Law on Education (LOE).
