Poland: Better quality of care for the youngest children
The Ministry of Family, Labour and Social Policy has drafted an amendment to the Act on the Care of Children Under the Age of 3. The amendment introduces new measures on childcare quality and safety, including children’s online privacy, nutritional standards, caregiver training and safer play environments. The Polish Parliament has completed its work on the bill. Key provisions are outlined on the Ministry’s website.
Protection of children
The amendment bans creches, children’s clubs and day-care centres from publishing images of children. This applies regardless of whether parents have given their consent.
The measure aims to protect children’s privacy and reduce the risk of their images being widely shared online. It also ensures that childcare providers follow the same rules when publishing images of children.
Quality of care
The amendment introduces several changes to improve the qualty of childcare. The main changes include:
-
Training for caregivers: Caregivers with at least three years’ experience will have to complete a 30-hour training course on care standards. All caregivers will also have to regularly update their knowledge and skills.
-
Nutritional standards: Nurseries and children’s clubs will have to use products that meet standards set by the National Institute of Public Health. This aims to ensure that children receive healthy and balanced meals.
-
Safe outdoor spaces: Childcare settings will have to provide children with access to safe outdoor spaces. These spaces should support children’s development and daily physical activity.
-
New day-care centres: The amendment introduces a new and more flexible form of childcare. This will make it easier for local authorities to create new places and improve access to childcare for families.
Changes for Carers
The amendment also introduces several measures concerning carers of children under the age of 3. These include changes to their legal protection, professional development and access to certain benefits. The amendment also designates 4 April as ‘Early Years Carer’s Day’.
