A New Strategy for the Development of Education in Serbia by 2030

In June 2021, the Government of the Republic of Serbia adopted the Strategy for the national Development of Education by 2030. This is a comprehensive strategy referring to all education levels from ISCED 0 to ISCED 8, to adult education, teacher education and horizontal aspects of the educational system.  

This Strategy for the Development of Education by 2030 in the Republic of Serbia is a step towards the synchronisation of education policies in particular considering sciences, technical and technological developments in a modern society. This Strategy aims at harmonizing the national regulations in education with international documents and initiatives (UN, EU, Council of Europe).  

The document integrates additional relevant topics that were not part of the existing framework. Similarly, it defines the implementation scope of specific objectives from the previous period. Two general objectives defined in the document refer to the pre-university education and higher education respectively: 

  • One aspect refers to the increased quality of teaching and learning, fairness and accessibility of pre-university education and a strengthened educational role in all educational institutions;
  • The second one focuses on improving accessibility, quality, relevance and equity in higher education.  

And finally, the Strategy includes establishes a plan of reforms aimed at ensuring the accomplishment of general objectives by 2030. The Strategy also includes specific milestones, measurable targets and mechanisms within each general objective.
