The Framework represents a key step towards the modernisation of the educational system and its harmonisation with European standards. This document is the basis of the upcoming curriculum reform and it is based on previous positive trends in our education system, as well as the needs of modern times. 

It is based on competencies with a special emphasis on lifelong learning, development of reading, mathematical and scientific literacy, information, media and digital literacy, responsible attitude towards health, nurturing creativity and aesthetic taste, development of civic, entrepreneurial and environmental competence. 

The document will serve as a guide for authors of subject programs and textbooks, but also for teachers during the planning and preparation of lessons. Its main task is to establish a quality standard in education, monitoring and evaluating student achievements, promoting the value of cultural and national identity, and providing support for the professional development of teachers. 

The National Curriculum Framework of Montenegro was developed in the context of the joint initiative of the Ministry of Education, Science and Innovation, UNICEF and the European Union, “Quality Education for All Children in Montenegro”.
