Italy: New National Guidelines proposed for general upper secondary education

On 22 April 2026, the Ministry of Education and Merit published the draft of the new National Guidelines for general upper secondary education, launching an initial consultation and hearing process. Currently, the regulatory framework is subject to public debate and remains under review within the official legislative approval process.  

The new National Guidelines for general upper secondary education (licei) aim to achieve the following goals: 

  • Update the current guidelines in response to recent legislative, technological, cultural, and socio-economic changes. 

  • Foster an open debate on ongoing transformations and the future perspectives of general upper secondary education. 

 

The main innovations introduced by the guidelines include:   

  • Revised General Objectives still based on European Key Competences (such as Literacy, Digital, and Citizenship competences). 

  • Artificial Intelligence and STEM: the integration of AI as a cross-cutting critical lens across disciplines, shifting from basic IT to a critical and ethical understanding of AI, alongside the enhancement of laboratory-based methodologies for scientific subjects. 

  • Structural Curricular Changes: the definitive separation of History and Geography in the first two years, alongside updated history curricula reflecting recent global socio-economic and digital transformations.
