Germany: New recommendations on school education, counselling, and support for sick students
In March 2025, the Conference of Ministers of Education (Bildungsministerkonferenz) presented new recommendations on school education, counseling, and support for sick children and young people. The recommendations aim to improve opportunities for participation and personal development of students with health conditions. They also provide significant support for the further development of appropriate educational provision across a range of learning environments.
Important aspects of the recommendations include:
Education, counselling, and support services: Providing educational services for sick students is the responsibility of all types of schools and educational programs. The recommendations emphasise the importance of educational services in clinics or similar institutions as well as in the home environment. These services are intended to help sick students keep up with their schoolwork. A consistent task in school education, counselling, and support for young people with health conditions is to recognise and develop their strengths and potential in addition to their specific needs.
Educational diagnostics and individual support: Process-accompanying educational diagnostics are a prerequisite for individual educational learning and support planning during illness and beyond.
Multidisciplinary cooperation: The recommendations emphasise the importance of cooperation between teachers, medical and therapeutic professionals, and guardians. Close cooperation is crucial to ensure the best possible support for the students.
Transition management: Reintegration into the original school or a new school is considered from the outset. Successful transition management is crucial to enabling students to change schools smoothly and continue their education successfully.
