Finland: A 2045 vision for comprehensive schools
Finland has published a new long-term vision for its comprehensive school system. Comprehensive Schools 2045: The vision for life outlines how schools must respond to rapid technological change, the ecological crisis and increasing societal fragmentation. The vision emphasises that schools must do more than prepare young people for future work: they should help students live fulfilling lives and play an active role in shaping society.
The vision aims for pupils to develop the skills to learn, act democratically and foster hope in an uncertain world. It highlights strong foundational skills, ethical thinking, social competences and the ability to direct their own learning as key capacities for the future.
It also strengthens the link between learning and wellbeing: wellbeing is seen both as a prerequisite for learning and as an outcome of it. Schools are envisioned as safe communities that support pupils’ psychological, social and physical wellbeing. A safe and thriving school is a place where one can fail safely, and where everyone’s success is celebrated.
Technology and artificial intelligence (AI) are viewed as tools that enhance learning and equality. However, human interaction, empathy and ethical judgement remain at the heart of education. Collaboration between schools, families and local communities is also emphasised to support pupils and promote equity.
The vision was prepared in 2024–2025 under the Ministry of Education and Culture with contributions from over 5 000 people, including experts, teachers, pupils and citizens. Drawing on national and international research, the aim is to ensure Finnish comprehensive schools remain high-quality and future-oriented in the decades ahead.
