Denmark: Government proposal for a new grading scale

Experts have identified several issues with the current 7-point grading scale, including its role in fostering a zero-error culture. Additionally, a significant concern is the large gap between grades 7 and 10, which may lead pupils and students to view only grades 10 and 12 as satisfactory, while grades 4 to 7 are often seen as inadequate.

Since 2007, the grading scale has consisted of the following points: -3, 00, 02, 4, 7, 10, and 12. To address the highlighted issues, the government proposes introducing a new grading scale to eliminate the large gaps between grades, remove the negative mark (-3), and foster a positive learning environment. The proposed 8-point scale includes: 00, 01, 02, 4, 6, 8, 10, and 12.

Key changes

  • The mark 7 will be replaced by marks 6 and 8

  • The mark -3 will be removed, as it sends an unnecessary negative message to pupils and students. The new scale will start with 00 and 01 as failing marks. It will still offer two ‘fail’ marks to clearly indicate whether a performance is close to or far from passing

  • Exceptional performances will be acknowledged with a star added to mark 12, which will not affect the overall average

Focus on Positive Performance

The government emphasizes the importance of assessing pupils based on their strengths rather than weaknesses. Therefore, the descriptions for each mark will be revised to ensure clarity on this focus.

Implementation process

The new grading scale has not yet been adopted. Negotiations will begin to implement it across all upper secondary, adult, and continuing education programs starting in August 2030. For primary and lower secondary schools and higher education institutions, the new scale will be adopted from the 2031/2032 school year.
