The Ministry of Education and Science of Ukraine, in line with its responsibilities, defines the prospects and priority directions for the development of adult education and facilitates citizens' access to it.
Other central executive authorities and state bodies implement state policy in the field of adult education, primarily focusing on professional development and in-service training within their respective sectors.
Special roles are assigned to:

The Ministry of Economy of Ukraine, which formulates state orders for the professional development and retraining of employees;

The State Employment Service of Ukraine provides retraining and professional development for officially registered unemployed persons, regardless of their level of education or field of activity.
State policy on adult education in Ukraine, particularly regarding on-the-job training, improving employee qualifications, and providing educational and leisure services for older adults, is highly decentralised. It is regulated by central, departmental and regional executive authorities, local self-government bodies, national and sectoral employers' associations, trade unions, and professional and public organisations. These entities coordinate policies based on regional, sectoral and professional criteria.
Ministry of Education and Science of Ukraine
The Ministry of Education and Science of Ukraine (MESU) is responsible for, among other duties:

Creating conditions for citizens to pursue adult education, including postgraduate education, academic degrees and academic titles (Постанова Кабінету Міністрів України ‘Про затвердження Положення про Міністерство освіти і науки України’);

In accordance with the Law on Education (Article 59) and the Regulation on the Ministry of Education and Science of Ukraine, MESU ensures the provision, development, maintenance and operation of postgraduate education, professional development and internships for pedagogical and scientific-pedagogical staff.
Ministry of Economy of Ukraine
The Ministry of Economy of Ukraine is tasked with, among other functions:

Participating in the organisation of training and professional development of specialists in the field of public-private partnerships;

Preparing proposals for international treaties of Ukraine on mutual recognition of conformity assessment results and other issues related to technical regulation;
Formulating and implementing state policy in standardisation, as well as managing state orders for training specialists, scientific-pedagogical personnel and blue-collar workers. This includes enhancing qualifications and retraining personnel (Постанова Кабінету Міністрів України ‘Питання Міністерства економіки’).
State Employment Service of Ukraine
The State Employment Service of Ukraine (Державна служба зайнятості), along with the State Employment Center, holds responsibility for, among other areas:

Organising training, retraining and professional development for the unemployed, taking into account the current and future needs of the labour market and validating the results of non-formal vocational training;

Coordinating the activities of employment centres regarding the validation of professional qualifications acquired through non-formal vocational learning for blue-collar occupations;
-
Providing vocational guidance to the population;
-
Cooperating with employers to identify current and future labour demands, ensuring vocational training for the workforce and filling job vacancies (Наказ Міністерства розвитку економіки, торгівлі та сільського господарства України ‘Про затвердження Положення про Державну службу зайнятості’).
National Qualifications Agency
The National Qualifications Agency (NQA) is responsible for, among other tasks:

Participating in the development of legislative acts related to qualifications;

Coordinating activities among stakeholders in the field of qualifications;
-
Engaging in international cooperation on qualification matters;
-
Analysing and evaluating the effectiveness of state policy in the field of qualifications;
-
Participating in forecasting labour market needs for qualifications;
-
Supporting information management of the National Qualifications System;
-
Establishing and maintaining the National Qualifications Register;
-
Developing criteria and procedures for the recognition of professional and partial professional qualifications obtained abroad;
-
Drafting procedures for awarding/confirming professional and partial professional qualifications. This includes the recognition of learning outcomes, particularly those acquired through non-formal or informal education, by qualification centers. The draft is then submitted for approval by the Cabinet of Ministers of Ukraine.
Ministry of Culture and Strategic Communications of Ukraine
As part of its duties, the Ministry of Culture and Strategic Communications of Ukraine is responsible for:

Submitting proposals to the Cabinet of Ministers of Ukraine for the formation of lists of professional creative theatre workers and positions (specialties) for other specific theatre professions;

Presenting proposals to the Cabinet of Ministers of Ukraine for the approval of a list of types of production and groups of folk art and craft products;
-
Establishing procedures forkeeping records, storing, and using standard and unique samples of folk art and craft products;
-
Identifying centres of folk artistic crafts upon the proposal of local executive authorities and in consultation with the National Academy of Sciences of Ukraine and relevant creative unions;
-
Organising information and communication campaigns and public events to inform the public about reforms by the Cabinet of Ministers of Ukraine and other state bodies, supporting personal development, legal culture, national unity, and public engagement.

Developing and disseminating online courses and programmes for parents and educators to promote safe online behaviour (Постанова Кабінету Міністрів України ‘Деякі питання діяльності Міністерства культури та інформаційної політики’).
Ministry of Veterans Affairs of Ukraine
The Ministry of Veterans Affairs of Ukraineoversees various functions, including:

Developing and implementing state policy on social protection for veterans and their families, including psychological rehabilitation, social and professional adaptation, employment support, and enhancing their competitiveness in the labour market;

Collaborating with the MESU and local self-government bodies to ensure veterans and their families have access to education, including early childhood, general secondary, vocational, professional non-higher and higher education;
-
Monitoring compliance with legislation on social protection for veterans and their families, including ensuring psychological rehabilitation, social adaptation, employment, and leisure activities. It also focuses on restoring and enhancing professional skills and abilities through vocational training to increase competitiveness in the labour market
