In the Norwegian Qualifications Framework, a vocational college education is at level 5, in the same way as in EQF. Level 5 in the Norwegian Qualifications Framework is subdivided, however, into two levels of descriptors:
Sub-level 5.1 for partial level completion. The programmes of less than two years’ duration are at level 5.1. This level corresponds to ISCED 4 and is thus post-secondary non-tertiary education.
Level 5.2 for full level completion. The programmes of two years' duration are at level 5.2 in the Norwegian Qualifications Framework. This vocational education corresponds to ISCED 5) and is, therefore, post-secondary tertiary vocational education.
In 2023, nearly 1600 students participated in post-secondary non-tertiary education. The Norwegian Agency for Quality Assurance in Education (NOKUT) is responsible for the accreditation and external quality assurance of non-tertiary and tertiary vocational education.
